I have two questions regarding to merc recruit and IPA.

1. Will there be new merc shown on the merc pool as the game progresses?

2. Will IPA help you anything in the game other than the quiz at the beginning?

1. No but the mercs who are grayed out because they're busy will become available as time goes on and not all of the mercs you see when you start the campaign will agree to work with you. You need to build your reputation.

2. Yes - they will give you intel on the country in which the game takes place and I believe they will allow you to create another custom character once you progress fairly far into the game. There are a few other benefits from them but they escape me at the moment.

Tip: if you dismiss a merc your reputation goes down, so hire new mercs before dismissing old ones.
