I've been wondering, do these rifles with non-removable scopes come with the best scope available, or am I going to need to buy another rifle without a scope once I obtain an uber scope?

The rifles without removable scopes are in fact sniper rifles. If you check the range statistic you will see they are much further than normal rifles even with scopes. I have tried it myself and found that you can have a nice kickass assault rifle with a laser and a scope and still not go as far as a dragonov without attachments. Although you can still have your regular mercs sporting long range assault rifles. I find the M-60 with a laser can kill at long range consistantly, but the weight is a big factor and many of your mercs simply cannot lug one around, so your option is to trick out an assault rifle for them or an RPK light machine gun is a good choice too with larger clips.

The sniper rifles are the best choice for long range accuracy though. I do not believe there are any scopes available other than a vanilla/generic scope and there are no choices for scopes.
