Phantom Soviet SS Rifle Div.

I think I remember reading about this years ago on this forum, but I am playing the 1941 campaign of v. 3.3 as the Soviets and I noticed that a SS Rifle division keeps popping up in various Soviet HQs. It always disappears the turn after it appears only to reappear again in a different HQ a few turns later. Anyone else experience this? Is there anything that can be done? Does this unit's presence subtract from Soviet or German reinforcements?
