(1) I moved an Italian Air to Sicily. Now I am stuck because the supply for that hex is at 9. I cannot move. CRAP!!!!!

(2) In future patch, can you give us the supply level for all hexes whether or not they are ocuppied with units?

In general it's fairly easy to calculate.  Check the supply level of the closest city, and subtract the number of hexes away from that.  May change a bit due to terrain.
 
Unless Palermo is cut off from Rome, you should have supply in Sicily.  Set up a supply convoy from a supplied Italian port to Palermo.
