Why won’t Japan surrender?

It is spring 1945 – I have invaded and occupied Japan as well as researched the nuclear bomb. Japan however steadfastly refuses to surrender. Any idea why?

If you are using 1.02 or 1.03 there is a bug. I reported it in the 1.03 beta public feedback part of the forum.

Bumping this back to the top, as I also got hit. I took all of Japan, China is recovered, I have the A-Bomb (lvl 10 bombers) and all Japan has left is some trivial islands.
