Can facilities be destroyed before capture?

I thought so. I had read of this happening in some AARs , but I guess these weren't stock games. Pity.

It happens automatically. The more engineers defending a base the more industry will be destroyed when it is captured. A die roll determines how much.
1/2 of the heavy industry is automatically destroyed every time the base changes hands.

Probably what you're reading in the AARs is "poetic license" to contribute the flavor of the AAR. As said, facilities are only damaged by bombing or capture (actually, the Chinese one's can be damaged if the garrison isn't maintained).

Any recommendations as to how many engineer units would be needed to really toast Palembang in DEI? I have the shipping and the PPs to get five or six eng units in there. Would that be overkill?

Totally random......I have placed a ton of engineers there before and they captured the place intact. I have yet to capture Balikapan without it being completely destroyed. And I mean completely. No matter what I do, even landed there 8 Dec, no dice.
The destruction is totally random.

The destruction is one of the most frustrating "features" of witp, imho. Even completely undefended places suffer 1/3 destruction frequently. Rebuilding is very slow and very expensive. When you capture Palembang, Kendari and a few other places, a single die roll has more effect on the war than most battles - and you can do next to nothing to influence the outcome. I really hope there will be a major improvement in AE.

My PBEM opponent has had pretty good luck with capturing the resources in the DEI without too much damage. I'm actually glad, because I know how much several horrible die rolls here could have crippled our game.

And while it does help the allies to put engineers in the big oil centers, it is still random. And good pre-invasion prep operations by the Japanese player can reduce the risks somewhat. still it all comes down to the die roll. IN my PBEM I got lucky, the oil fields in the DEI all stayed 90% intact.

As an AFB, I have to say that crippling the Japanese war effort by destroying the oil production centers would hardly be fun. After all, the game engine doesn't offer any way for the Japanese player to accelerate repairs, so seriously wrecking the oil production capacity would be "game over". Yuck!
I want the Japanese player to be able to extract oil from the production centers. I am happy to damage the centers, but I do not want them to fall below 50%. For that reason, my PBEM opponent and I have agreed to a “do over” should Palembang drop below 50% when he takes it. (Brunei took a big hit when it fell, and, after my initial delight, I began to realize that the whole game could turn on what happens at Palembang.)
My concerns would go away if the Japanese player had some way to rebuild effectively. Lacking that, our HR agreement to a “do over” keeps Japan in the game.

That's very sporting of you. I suspect most AFBs would love for Palembang to be leveled.
But you are right, if the oilfields are completely leveled, its pretty much game over in 1942. Whether the allies have troops enough or not, the Japanese player has little production and can't offer you any type of real challenge for the rest of the war.
In the real war, the allies did damage the oilfields and the Japanese repaired them far faster than anyone had anticipated. There is no mechanic in game to allow for that currently.

I've done some pathetic searching in the AE subforum but came up empty.
Does anyone know if this "capture damage" and repair methods have been changed in any way for AE?

My opponent captured majority of resources without having them damaged much. It is more fun to try to get them damaged by planes. He has to position his fighters to protect them = less fighters are available to kick my ass [:D]. 19th BG from Philipines come very handy...
