Harrisburg Captured but can't build / produce

This is my first time playing the game. I was CSA and early in the game I made a successful capture of Harrisburgg PA. For the remainder of the game I controlled the City - had a garrision force left in place. It added nicely to my Iron supplies - but it never switched to a confederate Governor and I was never able to build or produce units in the state. (I was able to do this in Indiana, Ohio, Illinois and Michigan) Any idea why PA was different?

HiHi

Had the same prob when I 1st started, whats needed is a continious link of Red reb provinces.

So in your case I would hazzard a guess that you have captured the city of Harrisburg but the province is still fed blue; so to get a Gov installed you will have to capture York & Cumberland provinces, turn them red then you can capture Harrisburg province and after a turn a Gov will be apointed.

All the Best

You have to capture the State capitol to be able to produce anything in the State.

Thanks - I did realize that after reading the Manual (But it still was giving me 11 Iron per turn! - which was really helpful!)

So when I realized I need a contiguious link to the CSA (red Zones) I marched from Columbus (where I had a Governor) to Ohio River -Pittsburg, Monogahela, York, Allegheny and then back to Harriisburg... But it never turned for the South. Funny.

Guess I will try anothe rgame and see if I can recreate the issue.
