Adding a Single AFV or Gun in the Scenario Editor

I want to create a scenario that has a few single guns/AFV's that are not attached to any platoon. It seems that I cannot select "1" as an option in the drop down menu of the scenario editor. "3" seems to be the number it always gives me (the smallest # I may select).

Yes you can. First set the Num to 1 then the Max to 1.
