Again Naval Units... and formation orders

It seems that naval units don't respond to formation order events. While they can start a scenario at garrison/delay etc orders it seems not to be possible to set them back to one of the reserve orders during the game, i.e. i have a change formation event on turn 10 that should put a TF to delay orders so that it isn't available for orders (and fire support) anymore, but that doesn't work. Am i missing something?

EDIT: Only garrison orders work, but that has the downside that the naval units still support attacks and defences. [:(]

Why don't you withdraw the naval formation(s)?
You can then bring a duplicate formation back as a reinforcement if you wish.

As for changing formation orders from garrison to something else by events; I have noticed that you first need to set the formation to the order you want to change it to later. The only formation order option in the event is the order it had before it was set to garrison. Must be a bug.

Edit: example
I had a number of formations originally set to 'defend'. I then wanted the formations to be on garrison for a number of turns before using an event to set them to 'hold' (PO order). Could not do it, the only option was to set the event to 'defend'. I had to deploy the formations as 'hold', save, change to garrison and then the event could use the 'hold' order.

I can't as i use "composite ships" (you should know..[:-]). A duplicate formation would be fresh and fully equipped, the original formation surely not.

I think i'll have to get by with a house rule.

I thought that was the COW behaviour? I didn't experience this in TOAW III yet, but that doesn't mean anything..
