Can't place an empty corps

I have figured out how to place empty corps counters in the Reinforcement Phase. When I have purchased a corps counter in the previous Economic Phase, it is outlined in green in the unit window during the next three months' Reinforcement Phases (or until I place it). I can click on it in the unit window to turn its outline red, go to the map and click on an area to plunk down the counter. All good so far.

But the weird thing is that the only time it lets me do this is when I have actual factors coming as reinforcements that month. If I buy an empty corps at the end of March and the only factors I buy are regular infantry, I can't place the empty corps until June when the new infantry factors are available. Here's the weird thing - in June I can plunk the empty corps down and transfer factors from a garrison to it. It doesn't require that I place the incoming factors in the new corps; it just seems to require that I have infantry factors coming in order to place the empty corps at all.

I read through the rules (the pamphlet in my old box set) and it sure looks like I ought to be able to buy an empty corps counter at the end of March, and in April's reinforcement phase plunk it down in an unbeseiged home nation city (or the area surrounding the city, I'm not 100% clear on that) and immediately transfer factors from the city's garrison to it. But I haven't been able to.

Does anyone know how to do this? Or am I making a mistake and expecting to be able to do something I shouldn't? Or is it a bug?

Which version are you using? I'm not seeing a problem doing this in 1.04.07.

Likewise I don't see this issue. What happens when you try to place the corps but can't ?

This would be a semi-major bug. You should be able to place a corps at any time, if the other conditions are met:
 
1)  It's in your home nation, or
2)  It's with another corps owned by you (including minors, I believe)
 
AND
 
3)  You have factors of any kind that could be placed into this corps either present in the area, or available as newly purchased arrivals.
 
For example, as GB, I had a Swedish corps in Portsmouth. I built a few factors into it over a period of some months. Then, when the corps was full, I transferred some factors to garrison.
 
Then I attacked the French in some port with the Swedish corps from Portsmouth. But, there were several factors left behind. Also, there was a British corps in Portsmouth.
 
The following turn, I was able to place a Swedish corps on Portsmouth and absorb the garrison factors. The month was NOT an economic month, so none were available via the purchase route.
 
However, back in 1.04 somewhere, you could not do what I outlined above, even though the rules clearly allowed it. So, I opened a bug report on Matrix. It was fixed later in 1.04 (I forget which version), and I certainly used it quite a bit (built more Swedes, built British factors where only a Swedish corps was present, etc, in any and every month (most of them, anyhow).
 
So, it broke again (but, differently) in a later release. Which version are you using?

I am pretty sure I'm using the newest version (1.04.07).  I'll try this again tonight and, if I'm still having difficulty, will explain here in much more detail.

Yes, and include a saved game (both files). Marshall can check it out easier with a saved game.
