Repatriation, but without a home

When a war ends, the two sides exchange prisoners. According to the rules, these factors must be placed that turn during reinforcement, or they are lost.
However, situations can arise where it is not possible to place the factors. For example, let's say as France I somehow got my artillery corps captured. If I then surrender, there's no possible way for me to keep those factors. They'll get converted to infantry. The same thing could happen with guard or cavalry factors. It can also happen to minor countries.
I would like to see if a change to this is warranted. What do you think of the idea:
Give nations with surrendered "special" factors the opportunity to immediately buy a corps counter in which to place them, at the time that surrender occurs. Sort of like a special, limited reinforcement phase. This could also happen at the beginning of reinforcement rather than during diplomacy.
Alternately, the corps counter itself could be considered captured, to be returned with the troops if surrender occurs, or, purchased the following quarter if no surrender occurs.
Another possibility is to change the corps purchase table such that the special corps are available the whole quarter, regardless of whether they are taken off-map part way through the quarter. While this breaks the spirit of the way corps counters work, it would be very rarely used, since one does not often lose special factors.
Any other ideas? Or, is the whole question just lame?
