religious terrorists?

I'm not sure I understand this...
Through slow reduction of state support for things like creationism and religious schools, I was able to reduce the religious section of the population to 0.00%.
Fine, I thought - nobody left to complain - so I cranked up the bars on everything they hate. Stem cell research funding, only evolution taught in schools, etc. Less than 1 in 10,000 people, so no worries, right?
Nope, assassination attempt and game over.
Shouldn't this have been considered a "terrorist attack"? Seems to me that a violent act by a group that represents less than 0.00% of the population shouldn't end the game. If anything, it should remove the group from consideration, since they're effectively terrorists.
