What exectly does it mean when force moral is broken?

It means you are hosed!

Actually it means that you have a large percentage of your force destroyed or routing.

After a force is broken, units gain suppression even without being fired on, and if you don't have any victory hexes and your A0 fails a check you will automatically end the battle then before the final turn.

And, for the AI, it means it gets more agressive, basically it VH rushes.

I hope that CL changes that into a forced withdrawl for all units that have a broken force morale, with units that make the broken morale check being able to stand fast. And, yes, I include player controlled units there.

A formation that has had it's morale broken, IMO, should not be combat coherent until that morale is restored.

To expand upon this, a brigade that has its morale broken should stop fighting as a cohesive brigade but its BNs may still be effective. That is the brigade can't coordinate combat operations (in CL terms this should be can't change orders, possibley can't call for reinforcements, etc.) but the BNs can fully use their organic mortars and fully maneuver within their boundries.

But force morale sometimes doesn't stay broken. I've broken enemy force morale early, had to take time to regroup and found that they had recovered. I've had my force morale broken, retreated and reformed, and morale recovered.

Yes, Larry's points are valid. My own points were at the company to btn level, I wasn't speaking Brigade or higher levels. Though, I do find it hard to imagine a Bridgade losing morale if it's Btn's were still mostly to fully capable.
