RHSRPO AND RHSMBO/RHSWPO

I have no evidence that RHSRPO is ever used. Anyone who likes Russian Passive scenarios pretty much is playing an AI scenario or they play CVO. Anyone interested in even a slightly modified history (BBO is the war as PLANNED by both sides re ship construction - right through early 1942) also probably likes the Russian Active concept - because it is far more fair to the Allies - and because it only has a few difficulties in implementation which are worth the benefits.

For this reason I am considering replacing scensario 63 - the only BBO family member - with a proposed BBO variation.

Essentially the scenario is BBO with the KB and Tanker TF (TF 1 and 2) relocated to Truk at the start.
Another change is the war ends at the end of 1944. This might permit some additional units be added at some point.
Finally - Admiral Yamamoto resigned - since they didn't agree to attack Pearl Harbor. He is available to be assigned by players to whatever.

If eliminating RPO is a problem - please indicate this here.

The scenario was proposed by Prof Harry Erwin - and he wants to call it WPO for War Plan Orange - implying the war as planned by both sides. Of couse - that included no immediate attack on Hawaii - so it is a good name.

This scenario is now uploaded to the primary distribution list.

I think this is a good addition to RHS. It makes for interesting early naval campaigns as the PH Fleet is not crushed on day one, but the Allies must deal with the possibility that the KB might go anywhere.
