Artillery Usage

Rule 5.4 states that artillery units may be placed with other units or in the HQ (or GHQ) reserve.
My question is this. Can their support value in combat be utilized from either position?

During seiges arty will work on the reserve line. In regular battles it needs to be commited on the front.
It is always a good idea to have arty on the front, but you may run out of ammo doing that. During some periods of the game arty will need to be pulled back just to save ammo for a rainy day.
You can test this by watching your ammo stock during a battle-it will not decrease if the arty is in reserve.

The advantage of putting them in reserve at first is that you can choose what battle to commit them to. If you have some in the GHQ, I believe you can then choose to commit them over a pretty large area. But as Maestro says, to actually realize the battlefield benefit, you have to move them to the committed box. And that takes munitions.
