foraging mods

It looks to me as if something is still off in 1.05.04. The home nation foraging bonus looks right now (at least in the couple of instances I checked), but I'm seeing extra bonuses in other situations. Since the modifiers are cumulative, it's hard to be sure where the problem is; I'll post at Mantis.
