Vichy fleet stuck in Med/Gibraltar is controlled

Maybe a known issue.
Situation: Spain and Vichy are axis controlled. Gibraltar is conquered by Spain for some time now. I want to move the Vichy Fleet from the Med into the Atlantic to support other axis fleets there. Even though the connection bar on the "fleet screen" is green, the fleet will not move out of the med. Intended or bug? Does anybody know? Thank you.

Yes, I have a save file and sorry that I have to ask this. I found that each save game has a folder with multiple files. Some are large. Do you need the complete folder or just some selected files?

I need whole folder.
The best way is to just zip them, then it's not so large.

--- sorry still struggling to upload. 7zip format is not supported for upload here. I see if I can change the file type but I am a bit of an computer illiterate.
--- OK, worked as txt. Should be still a 7z file I hope.

Vichy is not in Axis. That's why you can't go trough.
