Can not invade France in Winter 41

I thought I was playing the 1.03 beta but discovered that I was actually playing the 1.02 so this issue may have already been resolved. It is the Winter 41 turn and the Germans left a weak garrison in Western France. I tried to invade but was prevented, game displayed illegal move. I may not understand the game rules but I thought that only Frozen regions were not invadeable in the winter. I'd like to upload the saved game but have not been able to figure out how to do so. Help?

It is not Frozen regions, it is any Cold region that cannot be amphibiously invaded during winter. This includes W France.
