Understrenghed units

I've had some Naval guard unit come in under strengh in my game and I've just read that if arm and veh pools are fully suppied then they will come in full strengh. Is this true? It's coming to the end of the 1st - 3rd of 42.

When 100% or more of unit ToE can be obtained from pools, unit will arrive at 100% ToE strenght.
When less then 30% of unit ToE can be obtained from pools, unit will arrive at 30% ToE strenght.
But dont have a clue what will happen when you have say 50% in pools.

I've never had a Jap naval guard or IJN/NAF/A base force (the small ones) come in at anything except 50% strength. I'm pretty sure it is setup for them to come in that way in the scenario.
Other units generally come in full strength if you have the pools and manpower.

Same experience as Mynok. Army units follow what is described above but the Naval Forces seem to come in the other way.

unit will arrive at full strenght if
1. - you have sufficient arm pool
and
2. - if they was assigned to come at full strenght by scenario.

50% [8D] I think mine are coming in at 25% stock (25% AV if not unit) [:o]
