Looking to start a game with 1 opponent

I am semi-familier with the game but I have not tried the PBEM yet. Would like to get a 2 player game maybe France-England or Russia-France, going with someone else trying to learn the PBEM

How about having the two players be friendly, rather than antagonists? In a learning game, you could then do some things that otherwise you wouldn't want to try.
I would be interested in such a situation, say you play France and I play Turkey, and the AIs take the rest. The goal wouldn't be to win, but to learn (and dominate the world in the process -- BWUAHAHAHAhahahaha!!!)
