I don't understand the minor neutrals, once they have been attacked. They don't become allied with anyone, but remain neutral, 'pro-'.

Example, Greece is attacked by the Axis, yet the British do not become allies of the Greeks, and therefore can't send in help.

Yugoslavia is that way, but Greece should be Allied.  Are you sure you can't get British troops there?
