Some random questions

1) The Manual says morale cost is tax-15/2, but I have tax at 20, and the tax morale cost is 15?

1a) is there a cost to tax other than morale? If I've max morale, can I tax my people as much as I want (essentially)?

2) What is the formula for the coup percentage? I've had someone with a 130 sum trying to coup Piedmont for 15 turns, and all I get is the -30 per turn for everyone.

3) Is there a way to turn a protectorate to conquered? The protectorate economy isn't run very well. Or do I have to liberate them and DOW?

4) Is there a way to disband? the colonial and random protectorate built stuff just isn't what I want. I don't like random regiments just laying around sucking up upkeep.

5) I haven't checked closely, but do protectorate and colonial regiments cost mobilization?

1) page 18 of the appendix talks about a base tax rate for the scenario, which I believe does not exist.  the 1792 Britain starts of with 15% tax, and a -7 morale per turn.  1792 France starts at 20%, and -15 morale per turn.  Appendix page 13 talks about the base tax rate is 15%, and a 1/2 morale difference between 15 and the selected tax rate, which is also incorrect.

3) I guess the best way is to disband (see below) release the protectorate, declare war, and take the empty provinces.  Of course waste can quickly get to be a problem.

4) Ok, found the disband button (click on the regiment, and toggle the big red x.  It'll disband as an action.)

In general, the manual is pretty poor.  There are many places that are wrong (frex Page 7 of the appendix, look at the 4th line of the table), contradictory (frex is the food cost for adding a Men 100 (page 5 of the appendix) or 50 (page 25 of the appendix)?) or missing critical information (time and cost to make developments? Experience required for each upgrade?)

2) I don't think Eric has ever published a formula but I do believe it is a check against each attribute individually thus someone with a 10 and two 70s in a rating would have a much poorer chance than someone with more average but consistent 30-40 ratings.  But that's conjecture however backed by some experience in the results.
 
3) This is essentially it.  It would be frowned upon to conquer a nation you just promised to protect so in essence you have to set it free and then declare war on it like you said.  Conversely, you can easily change a conquered province into a protectorate.  They like that!
 
4) You found it.  Keep in mind that upkeep is free from protectorate troops are free but it's supply that costs.
 
5) I thought I remembered this one but don't offhand.  I know they are not affected by mobilization limits but can't remember offhand if it still adds to the mob limit (thus preventing you from building).
