Naval retreat and wind

Since I am not sure, I'm gonna ask this as a question first [;)]

Is the direction of the wind taken into account when the retreat roll is made after a naval battle?
Just had a naval battle with me (France) vs Britain, and after a while, the British fleet decided to retreat. However, I had the advantage of the wind, so to retreat, the British would have to either charge through my line, or to turn around completely and try to run. The retreat losses, 249 for me, 0 for the British. Seems odd is all that the British fleet made such a good getaway whithout benefit of wind advantage.

Instead of asking heaps of Qs in different threads, I'll continue to use this one.

-no transports, so which ships can load troops?
-should captured minor nations still decide to build units? using my resources to build units I do not want...
-is the cost of experience needed for each upgrade listed anywere? Cannot seem to find it, and the one that gives better chance of forming a line (do not recall its name atm) is not showing, and I have 150+ XP available [:@]

the fleet itself carries the troops (off hand, I forget the numbers of ships needed, but the fleet and warships act as the transport)

Well it appears that the wind is not factored in. If that is definitely the case, I hope it's fixed in first patch. I wonder if I'm first to mention a patch already hehe [:)]

I'm not sure how easily to factor the wind into pursuit results.  At one point I considered a simple center-of-mass vs center-of-mass comparison -- viz., if the COM of the fleeing ships is downwind of the COM of the pursuers, then give a bonus to flight -- but decided against it as (1) this is a difficult thing to explain to people (the threat zones in FOF are based on this sort of consideration, and this was a constant source of confusion in the rules), and (2) it leaves open anomalous cases in which the center-of-mass is not a good representation of extrapolated pursuit results.

Similarly, I considered a simple bonus if the wind is simply blowing abaft the fleeing side -- and if we added a bonus at all I suppose I'd just do it this way -- but even this case leads to anomalous situations.
