Shooting a ship that is sunk (0 hull) still allows for damage to the rigging, guns and crew.

well, remember, the ship itself is not really sunk, just the hull is crippled (most of these ships were really HARD to really sink, made out of wood and what not
most times in real life, this is when the ship would strike, in the game it can take some time

Yes, we consider ships with 0 hull to be foundered, not quite completely sunk.

Ok, so ships that go down to 0 hull are supposed to be targeted, but ships that have exploded?
And I can keep firing (and inflict damage) after a "wreck" has nothing left, no guns, no rigging, no hull, no men. WAD?

Ships that have 0 hull may get to take a final turn -- they receive their movement and action points at the beginning of the turn, and can still spend these even after foundering. However, on subsequent turns after foundering, they will not receive any movement or action points and so, being unable to move or fire, and not much of a threat.
