Doesn't look like it, but is there a way to create tactical battles, land and naval? I'd really like to set up and run through a battle without having to play through a scenario. If its not there now, is it possible to add something like this in a future update?

There is not a scenario/map editor that I know off.

There are some scenarios that start with land and naval battles almost guaranteed if you make a single move in the right direction.

Adding to what Erik wrote, in the later scenarios you'll find more seasoned troops (and more of them), generally.
