I noticed when you switch the order of the countries in diplomacy this will change from reject to accept.

For instance if I ask France to maintain peace with me Spain they reject this. If I say I will maintain peace with France they accept this. Are these not the same thing or do I have to do France-Spain and Spain-France to accomplish peace for both?

You have to do both. One is a promise you won't declare war. The other is a promise they won't.
