Surrender order... (bug?)

Hi, sorry for pointing all these small things :) (ie: see is britain too generous)

I just broke the french in my war against them... took me 2 and a half year, but the 2 grand arme are out of supply broken and weak. I'm sitting on Ile de France, Flanders, Kleves, Lorraine, palatine, luxembourg... I am chasing the remains of the Grande Armee around France. BUT France surrendered to Austria and Russia before it surrendered to me! How is this decided? If France had surrendered too me it would probably have been able to win the fight against Austria. (since I'm allied with russia and britain I believe Britain and Russia would be out of the war if they surrendered to me. Now, since they surrendered to the wrong ennemy they have me still sitting on Paris and they got a peace with someone who controled nothing and never beated them in battle...

Is this how it's meant to be?

A simillar thing happened to me in my Poland game. Poland, France and Russia were at war with Prussia and Austria. I occupied Vienna, dropped Austria's NM down to -1000 and they surrendered to Russia and France but not me (and I was the only power with troops on Austrian territory).

Isn't it entirely conceivable that France (or any other country) would rather "sell out" to another regime/coalition than to it's bitter enemy?

it is not a bug, it is how the game will do things, by surrendering to someone who can't hurt it, it can get a little stronger, to try and hold out vs the one that can hurt it

Eric or Gil may be able to explain it better then I would (I normally just confuse people)

Dammn Frenchmen!

The Austrian army was parked outside Paris until they were forced to scuttle all the way back to Vienna to try to save their capital...

K, it might be the best thing to do... I also do not have acces to all the strengh of the French... They might have been unable to beat the Austrian (They had like 110K troops with Napy...). So they surrendered to them before they get hold of some provinces and get a good amount of surrender points... as is I got 9000!

As long as you're not hurting, it's actually to your benefit to stay at war with France, so you can capture more cities and increase the victory points you'll eventually have.

As to how the rule works, it is just random whom a nation with low NML is forced to surrender.  You can try to avoid this by allying with your cobelligerents, so that when a surrender is forced there can be no separate peace.

There are a few places in the rules where, in lieu of having the rule make some complicated calculation (often the sort of calculation that is difficult to explain to people, on which no-one can really agree what it should be) we simply have the rule pick one of possible alternatives at random.  COG:EE is a game that tries to simulate some things reasonably accurately, and that simulates some things fairly abstractly.  The internal political pressures of imperial France is one of those latter things.
