Buglet with AI subsidies

Several times I had "Britain subsidizes Prussia for 0" - I play Prussia.
Well, if they don't give me anything they'd better shut up ! [:D]

I have lowered the amount of money I get by it since I noticed it IS an exploit... I still think Britain should finance me around 30-50 money a month to fight there wars...
