Possible pbem

I find myself thinking about playing a WiR pbem. It would be my first, other than that I had experience with UV and WitP. I'm still not sure I will do it, so just consider this thinking out loud 
I would be interested in something balanced so Patriotic War mod comes to mind immediately. I can play either side. The biggest problem with WiR pbem for me is the apparent ability to cheat. As far as I understand, you can repeat your turns in perpetuity until you get satisfactory results. You can rename corps/armies to increase readiness at will. You can walk units across the map by using transfer+special supply. I think there is no way to control that but to trust your opponent...
Also, as far as house rules go, is there a common set? I keep finding ones about limiting the air missions (by type, number), limiting the heavy tank/high performance fighter production etc.
So if anyone is remotely interested, maybe we can work something out. I guess I could do one turn per day at least or more if I get WiR fever like I did with UV and WitP...
