Hello,

I'm playing WAW for my first time (2 games) and I did not get the France prepares card in either game. I'm curious if I did something that invalidated it or if it is a bug. I didn't start the games, but was told it is the 33d version.

Any assistance to understand this issue would be appreciated.

Sounds like the German, who started the game, didn't select that option before starting the game.

Had the same issue the first time I played.
I think you need to select the scenario option "Special rules" so that the West gets the card.
If you did not select this you now have to defend France with ground troops as far as I know.
