Problem With Offering Alliance?

I think I had a problem in the PBEM game I am playing.

I am Sweden and I attempted to offer an alliance to Russia by right clicking on a provence of theirs. When I did this and selected "offer alliance", it indicated "Not enough resources to fulfill this order".

I know I have only one "diplomatic action" per turn. But I hadn't done anything else yet. I HAD subsidized Denmark just before that. But I know that subsidizing doesn't take up one Diplomacy Point as many other actions do (such as declaring war, etc).

Then, after sending the turn away, I re-downloaded and re-opened the original file and tried to duplicate it. But I couldn't (perhaps even more concerning, since the mystery may be lost to the universe now).

When I get my next turn back, I will be curious to see if it worked in the end and the warning was in error...or if I don't get an alliance (which will be too bad).

Any thoughts out there?

If you did the quick, right click "offer alliance" thingie, it could have been rejected due to the other nations' diplomacy settings. I know several of us were caught out by this on turn one of our pbem. Perhaps its' better sending a detailed proposal?

If this is the case, it may be a good idea for WCS to change the warning then. For instance, "The Russians refuse to accept our offer of alliance."

However, as I indicated, after I emailed my real turn away, I reopened the PBEM files sent to me and redid part of the turn to see if I could duplicate the problem. I couldn't. It didn't repeat the warning the second time. It seemed to accept the request. Which is what concerns me.
