I can understand why dropping anchor to stop "uses up" one anchor. But cutting the allready used anchor away also "uses" one anchor. The way I see it, the events would play out like this;
1. Drop anchor A
2. Decide to start moving again
3. Decide to cut anchor B to move...But wait...Anchor A is then still connected between the ocean floor and the ship...

Yes, dropping anchor uses one anchor. That is fine, however cutting off that anchor also uses one anchor, and that makes no sense as the anchor being cut away is the same anchor dropped when first anchoring up.
