Wars with countries with no land last 1 turn

I took out Tunisia, but they had a couple of privateers left. So I decided to DOW them again. I DOWed, took out 1 privateer, the other one was not attackable next turn because I was no longer at war with Tunisia.

The same thing happens with the US. they DOWed me for blockading, we fought a small battle, but the next turn, when my battle fleet arrived, they didn't fight cuz we're not at war...

I've noticed something like this as well with a war between France and the Dutch. There was fairly heavy naval combat for maybe 3 or so turns with ~20 glory battles being won and lost on either side, but because there was no land conflict it seems (neither country could access the other because austria was in flanders) the war fizzled out and cancelled itself. Soon after france re-dowed the dutch.

I'm thinking of adding the rule that powers without provinces lose all their units (except, of course, for the rebels and the United States.)  That would remedy this unusual situation.

The US situation would still exist...

Incidentally, Rebels remain even after their mother country has been completely conquered.  But since they are not at war with anyone else, they have no effect...
