If Vichy is not formed

Just wondering what happens if Vichy is not formed. Will the North African colonies stay with France and are owned by Germany once France falls or will they form independent states close to the Allies?
I assume the French fleet will be scuttled in this case as well?
Any other consequences that I haven't thought of?(I know about the 100DP for forming Vichy)

The colonies go to the victor over France. The fleet is scuttled. The Germans can occupy all French territory. In metropolitan France they can garrison where they wish, in the colonies where they can reach. The Allies can attack this, and, of course, all other German territory at will.
I think I am right on this, can anyone else think of other cosequences?

Thank you. Much better to know than to find out the hard way in a real game and creating a big mess in North Africa. (as if I couldn't do that already)

Perhaps I have a consistent bug... but other than Morocco, Algeria, and Syria/Lebanon I am NEVER restricted from Vichy territory. There seems to be no Vichy area in metropolitan France at all.

Mike,
In the AAR "Road to Where" there are map shots showing the extensive Vichy area in metropolitan France. Neither Allies or Axis troops can violate these borders without declaring war, or bringing Vichy in as an Axis power. You do not see this area on your map after Vichy is established?
