I'm playing Russia in the 1792 scenario. On the first turn I DOW Poland. Every turn I lose glory. In the Gloria History it reads "Target Province: -5". What does this mean?

It means the enemy owns 5 glory points of provinces that you need to capture.  Most likely, it's poland but if you right click on a province you can turn on the filter to show you which specific provinces it is.

OK, that's it. I didn't realize that war created 'target provinces'. When you are at peace the provinces are not enemy occupied and they don't count against you. War changes that.

It shouldn't have actually.  Targets are set at the beginning of the scenario!  So you are saying you weren't getting the penalties right from the get go?

He said he declared on first turn tough...

On top of that, If poland is a minor it could create a special scenario where you don't loose glory if your not at war with it :)
