Mobility and Retreat, Loss Settings, Stacking Questions

It's been put to me by a player that from what they've seen slow moving units fare badly in retreat when attacked by mobile ones. Anyone corroberate this or know how the game works here?

Another point I was wondering is how loss settings will affect units subjected to air and artillery attack.

Finally, are the stacking penalties invoked by all units in a hex or just by those attacking? If the latter, would artillery conducting a prior bombardment at the same target contribute to stacking totals?

A) Well I do know that retreating (orderly or panicking) units do get a penalty. So they are easy pickings, I don't know if a mobile unit hits them harder, maybe because they have more action points left?
 
B) No, not to my knowledge anyway.
 
C) Yes the stacking penalties do apply to all units in a hex, be it attacking or defending. And no, Art. doing a bombardment prior to the attack does not contribute to the stacking totals. (thank goodness for that)

Just to be clear per point C), if the artillery was bombarding from the same hex as the attacking units it was supporting, the artillery would count towards the subsequent attack's stacking totals as it is in the attackers hex?

Well I'm not *100% sure*  of this, but I don't think Art. units in the same hex as the attackers hex adds to the total. That is because when you do the final land attack the game totals up all land units involved in the attack. You can see this in the information bar in the lower half of your screen. There it states exactly how many points you attack with and how much bonus you get. I never noticed a previous Art. attack was also counted.
You can check this yourself. Just do a Art. attack on an enemy unit. Then a land attack with your land units. No previous Art. attack is mentioned there.
Personally I use the left "Ctrl" button to add units, then you can easily see how many points you attack with, or how much you are above the max. points allowed. That would be 100 from 1 or 2 hexes, 150 from 3, 200 from 4, 250 from 5 and 300 from 6.. and the maximum bonus you can get... 200% I think, provided they're all from the same HQ.
The same goes for Air units by the way.
