Artillery Ranging upgrade

Can anyone explain this one to me? This REDUCES the range of my long range artillery by 2 hexes. Why would I want to REDUCE my artillery range? Thanks.
It reduces the range by 2 on the combat tables. So a range 3 shot would be treated as a range 1 shot (12x damage multiplier instead of 2x for a normal artillery at division level for example) on the damage tables.
Artillery Ranging is a VERY GOOD upgrade. One of the best actually. If I am playing as a country that has a well developed artillery corps I will save up until I can afford this as my first upgrade. If I do not I will save up for Division Artillery instead to give my Infantry better long range punch.
