They have have strength of air armies and cost much less. I bought two of them in my current game. I've found three problems:

1) they start with 4 strength points, and if they lose even 1, they can't be used anymore until getting reinforced, as the rare combat causes 3 sp damage;
2) they do so much less damage than an air army;
3) to upgrade to an air army costs MUCH more than buying an air army outright.

The upgrade is so unlike every other unit type in the game. Air Armies when you can afford them is my choice.

I have also lost Air divisions on the defensive before when they were 3 str points and react to an enemy air army and take a 3 sp loss in interception.

If I invest in air units then it's always armies. They do the most damage when used.
