How many divisions/corps does the US get for free, placed on the map around New York, after turn one?

I believe the US starts with 4 INF, 1 Airarmy and 26 ships

Yeah, but in the game I'm playing now, three more corps have popped up on turns 3 and four - I didn't purchase them.

I will reconsider playing you...
May be a bug but I haven't played the US much so I am not sure. Doesn't sound right.
