gamey exploit of conquered nation

Since Doomtrader was so quick to say he'd look into the gamey exploit of Luxembourg, I thought, let's try for another:
Nations occupying portions of countries that have just been conquered by the enemy should not be kicked out! Like my poor sappy British, who worked so diligently to take Tripoli, moving down from Tunis. Now when France is conquered, poof, the Italians get it back for free!!??!!??
1) that was idiocy on my part, because I didn't think through the game mechanics properly;
2) that's idiocy on the part of the game.
Easy way to solve part of this: conquered lands should go to the country who actually conquers them, not the country from which they moved. In this case, Tripoli should have been under British control, not the French. And how many of us have done Barbarossa, and seen Romania in control of half of Russia!?
