Can RN enter Baltic? Under what circumstances?

To clairify on the above, I have ordered the RN over three strategic phases to patrol the Baltic.  When viewed on the orders screen it states that each ship is, in fact, patrolling the Baltic.  But they do not, in fact, patrol the baltic...they patrol the north sea.  As a result I have had a stranglehold on the north sea, but the Baltic has been a German playground. 
 
My partner above suggested there was a mechanic that would not allow RN into the Baltic without first taking Kiel.  That sure doesn't make sence...anyone have any help here?
