This is really an old issue and not new to 1.08.

Issue: If you don't do the Safari mission early in the game, everyone there(safari map) ends up dead yet, all of the dead are sitting up and look alive, it's only when you mouse over them you can tell they are dead.

If you load up one of the saved games I sent you, and send a Merc team to the Safari sector map you will see this.
