Well there is some tweaking still needed there.
In my game vs the AI this turn saw three things happen;
1. Preussia wanted to lend me cash
2. Preussia wanted herself, Spain and me (France) to DoW each others enemies.
3. Preussia DoWs me...

Now this makes no sense to me, why would you want to make an alliance with someone you are going to attack the same turn you offer the treaty?

Heh.  More seriously, the AI does base its decisions such as these with a little "fudge factor" so that it's not entirely predictable.  In your case, what probably happened is that the fudge factor put it on one side of the fence for one calculation and on the other for the other one.
