Treaty Report

Currently playing a PBEM as Sweden. My treaty report for the turn is shown in the image attached below.
Sweden has nothing to do with the treaty "Stop the French", so I am a bit confused as to why my flag is showing up here.
Additionally, the next line is even more confusing:
"Treaty between is rejected"
Is it a secret treaty?
I have to admit, I would be a big fan for making the treaty report a bit more understandable and having a reason for any penalties listed next to the pentalies rather than just seeing, "-40, -40, -40".
