General Promotion

The manual says that if a general dies, the general with the highest fame of any lower rank is promoted to replace him. Is there no way to promote a general manually? I would like another 3-star general, and I have a 2-star general with more than 300 fame. Is the only way for that general to get promoted is if a 3-star general dies?

Good question. Wonder if there is any limit on the # of 3 star, 2 star, 1 star etc. Also can you promote a 3 star to a 4 star general? I am thinking of Napoleon who didn't start as a head of state but became one later.

There are limits to the number of generals of a specific rank.  The modder's guide shows you where these values are if you want to change them.
 
I believe the mechanism for promotion is based on the accumulated fame of a particular leader.  AFAIK, there's no way to manually do it.  That's why some players move lousy generals off to some obscure province so they will not accumulate fame and be promoted before more effective ones.

Thanks for pointing me in the right direction bjmorgan.  The manual is a bit confusing in its wording, but the modders guide clears it up.

I assume the same mechanism also applies for generals generated from battle?  eg, if you have the maximum number of 2 stars, another 2 star won't pop up after a large battle?

The max for promotions doesn't block scheduled reinforcement Generals or randomly generated ones, regardless of rank. So yes, a 2-star general can still be randomly generated, although they are fairly rare.
