PBEM turn fails to load for December 1941

My opponent reports that all of a sudden my latest PBEM game turn cannot be loaded. (attached is the turn, a 7-zip file renamed Problem.txt)
We replayed the turn a few times to make sure it is consistent, replayed even from an earlier starting point and he also reinstalled V1.3. Same problem. On my side all seems normal however.
Since we have invested quite some time in this game so far, could the dev team please have a look if something obvious is amiss with the files?
