besieged port supply possibly broken again

This was Mantis 44, from way back, and was fixed, but now it doesn't seem to work. The reason I say "possibly" is that perhaps the way it was working before was a rules deviation, and this change is really a fix. I don't *think* so, but it could be, so I thought I'd post the query before re-opening at Mantis.
GB and France at war, GB lands at Marseilles, and takes the city. French corps moves in and besieges GB force, which is inside the city. GB builds a depot in the city. The game allows this, and looks correct graphically, and clicking on the depot does NOT give a "not part of a valid chain" warning; but it won't actually provide supply.
The reason I'm not sure whether this is a bug is because Marseilles is French national territory. Is besieged supply not allowed for a city you occupy in someone else's country?
I know this WAS allowed in some versions, so it's definitely a change. But is it a bug?
I haven't yet tested a situation in which the besieged force is in its own territory.
