Fine tuning AI strength

I had a problem with AI difficulty jump from AI to AI+. AI was too easy, AI+ too hard. Now I've found a way fine tune AI - it's a number of rivers. AI is not good with handling rivers, it's often attack straight across, get stuck with limited supply and could be cut off. So by regulating river strength I can adjust AI strength to my liking. For example river 30 on the 30x30 map 4 AI+ and PR AI are manageable for me, while with river 10 I was regularly beat up.

I've found that the AI is more goal directed and efficient with more VPs. Maps with small numbers of large cities give the computer a lot of open space to fumble around in and he becomes very prone to over extending himself and allowing massive encirclement.

So, does AI+ with rivers play more effectively than plain AI without rivers ?

It may be not exactly "effective" but more strong. AI+ give very big bonuses to AI. Anyway more rivers make game more fun - a lot of more schwerpunkts, more encirclements, motorized forces now don't rule supreme, there is a need for plain infantry too.
