I have played many hours as Turkey and have become somewhat familiar with its economy-including the cost of infrastructure improvements. Last night I took my first look at Russia (starting in 1792). I was surprised to find drastically lower building costs. It seems that typical Russian costs are 1 to 3 percent of Turkish costs in similar provinces.

I have not made any study of this situation to determine what the big difference is between the two. The starting scenario shows them very similar although Turkey has a higher feudal level. I hope someone here can enlighten me a bit on this issue.
