editing of 1.12

hello i downloaded the new patch 1.12 i guess my question would be for both the update and before i updated because i couldnt figure it out before anyways my question is on editing let say i wanted to edit german player since i would be playing them and i wanted to edit cost of equipment i done it before but when i edit i notice that the allies were editied also i didnt want that just the germans is there a way to just edit who you want plz any info would be great
